About the HEALS Act Stimulus Estimate

The HEALS Act stimulus calculator models a simplified Senate-side COVID-19 relief check from the 2020 negotiations. Relative to larger House proposals, this structure is closer to the first CARES Act round: $1,200 for the filer and $500 for each dependent, then a 5% phase-out above $75,000 of AGI. The point of the page is comparison—how a $1,200/$500 design pays a family versus a $600 flat second round or a $2,000 CASH Act style check—not to reopen a 2020 tax file. The formula is Payment = max(0, 1200 + 500 × dependents − 0.05 × max(0, AGI − 75,000)). A single adult under the threshold receives $1,200. Two dependents add $1,000, for $2,200 if AGI stays at or below $75,000. At $90,000 AGI with no dependents, $15,000 × 5% = $750 is subtracted and $450 remains. Joint-filer thresholds in the actual Senate drafts were higher than $75,000, so a married couple using this page will look more phased-out than they would have under a full filing-status table. Dependent definitions also differed across drafts. Some counted only qualifying children; others discussed adult dependents. This engine treats the dependent count as a simple integer multiplier on $500. It does not test age, residency, or whether the person had a filing requirement of their own. Eligibility limits for nonresident aliens, estates, and incarcerated individuals are omitted. Use 2020 AGI for a historical what-if and remember that the HEALS Act as modeled here did not become the second-round law. The enacted December 2020 payment used $600 units. If you are stacking proposals, run the same AGI through the CASH Act and HEROES Act estimators and compare how dependent add-ons change family totals. This estimate is educational, is not an IRS figure, and is not tax advice. Do not cite it in a refund claim or a dispute about a missed deposit.

HEALS Act Stimulus FAQ

How is this different from the CARES Act first check?

The dollar amounts in this simplified model ($1,200 and $500) echo the first-round shape. The HEALS Act was a later Senate proposal, not the law that created the original 2020 payments, and details in drafts moved during negotiations.

Why doesn’t filing status change the threshold?

This page always phases out from $75,000 to keep the math transparent. Real bills used higher starts for joint filers and heads of household, so couples should not read $75,000 as their official cutoff.

Are dependents only children?

The calculator does not check ages. It multiplies your dependent count by $500. If you are reconstructing a child-only draft, enter only qualifying children.

Was this the second stimulus check people actually received?

No. The December 2020 enacted payment used $600 amounts. Use the 900 billion bill calculator for that round, and treat this HEALS Act page as a proposal comparison.
